According to the regulations of the Ministry of Higher Education and Scientific Research, the participation must be within the following conditions:
- Glorifies the history of Iraq, its army, the police, the popular crowd and their victories.
- Concerning humanitarian and social issues.
- Rejecting violence, extremism and terrorism and spreading the message of love and peace.
